1. TERA PRESIDENT'S MESSAGE -- MICHAEL THARP
Watching
the devastation of New Orleans by Katrina, and the impact on those who chose to
remain in the City or could not leave because of having no transportation,
reminded me once again that when Mother Nature gets riled, she doesnšt fool
around! We got a small taste of that last winter when some of our
hillsides attempted to fill up the valleys and streets below, as well as to take
out a house or two on the way down.
Being a native Angeleno, Išve
had it drummed into me since I was a small child that I should be prepared for
"the big one." And, for the most part, I thought that I was. I got a
taste of "the big one" in 1971 when I was visiting the North East San Fernando
Valley and got tossed rudely out of bed by the Sylmar Quake. Fortunately,
no one in the house in which I was staying suffered any injuries, and while the
unreinforced masonry walls in the back yard tumbled down, there was no major
damage. Others were not so lucky.
In 1992 I was living in Eagle
Rock when things moved from Northridge to Santa Monica, and while it seemed like
a freight train was thundering through the house for an eternity, the chimney
stayed in place and there was nothing more than a few new cracks in the walls of
my 1920s hillside house. My neighbors and I rallied in the street a few
minutes after the shaking stopped and checked on neighbors to make sure all was
well. By then we had an "earthquake kit" and felt pretty confident that we
could ride out whatever nature had in store.
What happened in New
Orleans changed my feeling of confidence. I felt I would be able to
survive for a few days or a week with the supplies on hand. Looking at New
Orleans, I had to contemplate having to survive for weeks without assistance.
Because in my immediate neighborhood we know each other and help each
other out on a regular basis, I think the personal infrastructure is in place to
support each other should it become necessary. But New Orleans made me
realize that I need to put away much more in order to survive the four months
that New Orleans will be out of commission.
So, I went on line,
once again, and herešs the list of what should be on hand to survive 72 hours
after an earthquake or other disaster. Keep in mind this wouldnšt have
been enough in New Orleans:
ESSENTIALS
- Water 1 gallon per person per day (a weekšs
supply of water is preferable)and a water purification kit
- First aid kit, freshly stocked
- First aid book
- Food
- Can opener (manual, non electric no power, remember?)
- Blankets or sleeping bags
- Portable radio, flashlight, and spare batteries
- Essential medications
- Extra pair of eye glasses or contact lenses
- Extra set of house and car keys
- Fire extinguisher A-B-C type
- Food, water and restrain (leash or carrier) for pets
- Cash (No ATMšs because no electricity, remember?)
- Baby supplies: formula, bottle, pacifier, soap and baby powder,
clothing, blankets, baby wipes, disposable diapers, canned food and
juices
SANITATION
SUPPLIES
- Large plastic trash bags for waste; tarps and rain
ponchos
- Large trash cans
- Bar soap and liquid detergent, shampoo
- Toothpaste and toothbrushes
- Feminine hygiene supplies
- Toilet paper
- Household bleach
SAFETY AND
COMFORT
- Sturdy shoes
- Heavy gloves for clearing debris
- Candles and matches (make sure there are no gas leaks before using them.
Life will be exciting enough without testing the "big boom theory")
- Light sticks
- Change of clothing
- Knife or razor blades
- Garden hose for siphoning and fire-fighting
- Tent
- Communication kit: paper, pens, stamps (no electricity = no
automated post office)
COOKING
- Plastic knives, forks, spoons
- Paper plates and cups
- Paper towels
- Heavy duty aluminum foil
- Camping stove for outdoor cooking. Remember to never use charcoal
indoors and before using fire to cook, check again for gas leaks. See
"big boom" theory, above.
TOOLS AND
SUPPLIES
- Axe, shovel, broom
- Adjustable wrench for turning off gas. Eliminate possible test of
"big boom theory".
- Tool kit including a screwdriver, pliers and a hammer
- Coil of rope
- Plastic tape, aka duct tape (universal tool), staple gun and sheeting for
window replacement
- Bicycle (no electricity = no pumps to pump that $3+ petroleum for the now
stationary SUV).
- City map (but why would you want to leave Eagle
Rock?)
This list, along with other
advice, is available at the Web site of the California Governoršs Office of
Emergency Services. Take a tip from Scouting and "be
prepared."
Remember to check on and take care of your neighbors so that
they can do the same for you.
There will be no Presidentšs Message
next week because the Prez will be on vacation.
2. TERA'S COUNCIL MEET AND GREET A GREAT
SUCCESS!
TERA thanks all of you TERA members and other community
members who attended our Council District 14 candidate "Meet and Greet" event
Tuesday evening. It was a great success all the way around!
About
100 or so interested persons were a part of this important and informative
gathering. Terrific food was available to all, thanks to TERA Board member
and event organizer Keith Louie, and the atmosphere was casual and fun. It
gave the candidates an opportunity to touch base with constituents on a
one-on-one basis and to talk about the issues that are important to them without
restrictions on time or subject matter. TERA held a similar event in 1999
when there were 14 candidates, and all felt the event was a truly positive and
enriching experience.
The Council District 14 candidates in attendance,
in alphabetical order, were Crystal Arceo, Ruby de Vera, Paul Gonzales, Brian
Heckmann, Jose Huizar, Juan Jimenez, Clifford Ramiro Moseley, Nick Pacheco, and
David Sanchez. All candidates were given the opportunity to make a
one-minute statement about why they should be given support for their
candidacy.
Thanks to area restaurants who donated food and beverages to
TERA's Meet and Greet: The Coffee Table, Isla Restaurant, and Sicha Siam.
We would also like to thank our gracious volunteers: Teri Aranguren
and Michelle Simutis for setting up; Betty Tyndall and Renate Crump for greeting
and signing in attendees; Celia Anderson-Hayes for helping with clean-up; and
Connie Law for photography.

5. LINDA ALLEN AND ERCPR BOARD TO BE HONORED -- SEPTEMBER
13
The Eagle Rock Chamber of Commerce, the business community of
Eagle Rock, and the Women's Twentieth Century Club invite you to a reception
honoring Linda Allen and the Board of ERCPR (Eagle Rock Community Preservation
and Revitalization) on Tuesday, September 13, 6-8pm at the Women's Twentieth
Century Club, 5105 Hermosa Avenue in Eagle Rock.
Ten years ago, in
response to a McDonald's proposal to demolish the Security Pacific Bank (now
Blockbuster) and erect a drive-through fast-food restaurant in its place in
violation of the Colorado Boulevard Specific Plan, a small group of people from
various factions who had never worked together before envisioned Eagle Rock
business corridor improvement. They called themselves Downtown
Directions.
This group eventually became ERCPR. A grant task force
was gathered together, and the TERA representatives on the task force, Hilary
Norton Orozco, with assistance from then-TERA president Joanne Turner, wrote a
comprehensive grant to the State asking for $500,000. A grant in the
amount of $300,000 was awarded.
With this money granted through State
Senator Jack Scott, 45 businesses have been improved through the ERCPR's Facade
Improvement Program, which has enhanced and improved Eagle Rockšs business
district and encouraged new business growth in the community. Linda and
the Board of ERCPR, including Hilary Norton Orozco, volunteer their time and
efforts working with consultants and the state to improve Eagle Rock for
everyone.
Please join in recognizing and honoring their commitment at the
reception on September 13.
6. CALL FOR ENTRIES -- "SCENES OF EAGLE ROCK" AND "LIVE ART' --
APPLY BY SEPTEMBER 30
The Eagle Rock Association (TERA), in
conjunction with our annual Eclectic Eagle Rock Home Tour on Sunday, November 6,
presents the "Scenes of Eagle Rock" Art Exhibit + "Live Art" participatory
opportunity for all interested artists.
"Scenes of Eagle Rock" Art
Exhibit
For two weeks preceding TERA's 2005 Eclectic Eagle Rock Home
Tour, artists throughout Southern California are invited to paint, draw,
photograph or otherwise portray scenes indoors or outdoors in beautiful Eagle
Rock, following in the tradition of such legendary artists as Conrad Buff and
Hanson Puthuff or using your unlimited imagination. This is all part of
the annual Eclectic Eagle Rock Home Tour on Sunday, November 6. This
exciting event attracts hundreds of visitors to our historic neighborhood every
year.
Framed finished artworks will be presented as an art exhibition at
the breathlessly beautiful Carlotta's Passion Fine Art gallery, which is located
at 2012 Colorado Boulevard in Eagle Rock. Scenes of Eagle Rock will be
displayed on Sunday, November 6, during the Home Tour and will continue to be
shown until Sunday, November 13.
All artwork entries must depict
interior or exterior scenes within the community of Eagle Rock. A list of
suggested locations and picturesque sites is available upon request. All
styles and media are welcomed. There is a limit of one submission per
artist. Mounted finished artwork must not exceed 26" in width and 32" in
height and must be equipped for hanging. Artists will receive 60% of any
sales made during Scenes of Eagle Rock exhibit. The artist's portion of
the retail price cannot exceed $500. A three-panel jury will choose work
to be shown and award four certificates of merit. The top winner's artwork
will be prominently displayed in next year's Eclectic Eagle Rock Home Tour
program, and all participating artists will receive free tickets to attend this
year's Home Tour.
In addition to the above-mentioned certificates of
merit, we are pleased to offer a purchase award this year.
"Live
Art"
We also want to encourage artists to participate in our one-day
Scenes of Eagle Rock "Live Art" on Sunday, November 6, from 10 am to 4pm during
the Home Tour. "Live Art" locations include the homes and gardens featured
in the Eclectic Eagle Rock Home Tour or anywhere along the Home Tour route.
A list of the homes will be sent to participating artists. The

12. EL PUEBLO WELL ON ITS WAY TO FINANCIAL STABILITY AND HEALTH --
LAURA CHICK
The following press release was issued August
31:
City Controller Laura Chick has released a follow-up audit of El
Pueblo which shows, "significant progress has been made," since her first audit
was released in April 2004.
chick took financial receivership of El
Pueblo, which is home to Olvera Street, in January 2004 after receiving a
whistleblower tip. "What I found was a situation that bordered on
financial disaster," said Chick.
"Today I am very pleased to release a
follow-up audit of El Pueblo that tells a much different story.
Significant progress has been made in implementing the recommendations of
my audit. El Pueblo is well on its way to financial stability and health,"
wrote Chick in a letter to Mayor Antonio Villaraigosa, City Attorney Rocky
Delgadillo, and the members of the City Council.
In addition to Olvera
Street, El Pueblo attracts over two million visitors each year and is home to 27
historic buildings, museums, shops, and cafes.
"The neglect and
mismanagement of El Pueblo is something that must never happen again.
However, the corrective action taken by the Department, especially General
Manager Rushmore Cervantes, is a lesson for all City departments to follow,"
said Chick.
The full report, as well as all audits by the Controller's
Office, can be accessed at http://www.lacity.org.ctr.
