1. TERA PRESIDENT'S MESSAGE -- MICHAEL THARP
I'm not
sure if the vacation I was on was well deserved, as stated in last week's
e.letter, but it was certainly well enjoyed! But it is great to be home in
Eagle Rock (after 29 straight hours of travel, it would have been good to be
anywhere that wasn't inside an airport or airplane!).
I am lucky enough
to co-chair TERA¹s Preservation, Planning and Development Committee with fellow
Board member Frank Parrello and regularly attended by TERA Board member Jeanine
Colini and TERA members Betty Tyndall, Renate Crump, Margaret Siegel, Patti
Laursen, and Mo Oxford. One of the functions of the Committee, in addition
to bingeing on cookies I bring to the meetings, is to review proposed
developments and changes in the use of land and make recommendations to the TERA
Board regarding whether or not to take a position on any particular project.
It's also an interesting way to pick up information on what is going on in
and around Eagle Rock.
At our last meeting, representatives from
Occidental College presented their plans to construct a new student dormitory on
the campus. It was a thorough presentation, and Committee members got to
review the application and ask questions about the proposed project. The
architectural style of the proposed dormitory reflects the original buildings on
campus and, if approved, will be the first residence hall built in 22 years.
The dorm is planned to have 274 beds and 235 parking spaces, 97 spaces
more than required by City code. It is proposed to be built at the
intersection of Coons Road and Rangeview Avenue, southerly of Anderson Field.
Benefits of the proposed project are that it will reduce the
number of triples (three students to a room), provide an alternative to
off-campus housing, thereby reducing the impact of the number of students living
off campus in the R1 Zones surrounding the college, and will provide additional
parking spaces above what is required by the municipal code. All of these
are consistent with TERA's efforts to preserve the single-family atmosphere in
the R1 Zoned areas around the campus and to stop the de facto conversion of
single-family dwellings into boarding houses, which are not permitted in the R1
Zone.
The Committee recommended approval of College's application for a
conditional use permit for the new dorm, conditioned on limiting the height of
the buildings to the maximum shown on their submitted exhibits; keeping
Rangeview Avenue closed so that traffic from the dorm parking lot would not flow
out into the surrounding residential streets, and providing secure parking for
bikes and scooters within the confines of the new structure.
In
addition to a presentation by Occidental College, the owner of The Coffee Table
Bistro and TERA Board member, Michael Zamarripa, discussed his plans for
expanding The Coffee Table and his application for serving beer and wine along
with food. In the course of the presentation, the Committee was pleased to
learn that two additional restaurants will be opening soon in Eagle Rock.
One will be a Vietnamese restaurant, and the other will be an Italian
restaurant. It looks like we are soon to benefit from additional
opportunities to get together and eat more while staying close to home!
TERA's Preservation, Planning and Development Committee meets
regularly on the third Wednesday of the month at 6:00 p.m. at the Eagle Rock
Public Library. We'd love to have you join us.
2. CALL FOR ENTRIES -- "SCENES OF EAGLE ROCK" AND "LIVE ART' --
APPLY BY SEPTEMBER 30
The Eagle Rock Association (TERA), in
conjunction with our annual Eclectic Eagle Rock Home Tour on Sunday, November 6,
presents the "Scenes of Eagle Rock" Art Exhibit + "Live Art" participatory
opportunity for all interested artists.
"Scenes of Eagle Rock" Art
Exhibit
For two weeks preceding TERA's 2005 Eclectic Eagle Rock Home
Tour, artists throughout Southern California are invited to paint, draw,
photograph or otherwise portray scenes indoors or outdoors in beautiful Eagle
Rock, following in the tradition of such legendary artists as Conrad Buff and
Hanson Puthuff or using your unlimited imagination. This is all part of
the annual Eclectic Eagle Rock Home Tour on Sunday, November 6. This
exciting event attracts hundreds of visitors to our historic neighborhood every
year.
Framed finished artworks will be presented as an art exhibition at
the breathlessly beautiful Carlotta's Passion Fine Art gallery, which is located
at 2012 Colorado Boulevard in Eagle Rock. Scenes of Eagle Rock will be
displayed on Sunday, November 6, during the Home Tour and will continue to be
shown until Sunday, November 13.
All artwork entries must depict
interior or exterior scenes within the community of Eagle Rock. A list of
suggested locations and picturesque sites is available upon request. All
styles and media are welcomed. There is a limit of one submission per
artist. Mounted finished artwork must not exceed 26" in width and 32" in
height and must be equipped for hanging. Artists will receive 60% of any
sales made during Scenes of Eagle Rock exhibit. The artist's portion of
the retail price cannot exceed $500. A three-panel jury will choose work
to be shown and award four certificates of merit. The top winner's artwork
will be prominently displayed in next year's Eclectic Eagle Rock Home Tour
program, and all participating artists will receive free tickets to attend this
year's Home Tour.
In addition to the above-mentioned certificates of
merit, we are pleased to offer a purchase award this year.

Art"
We also want to encourage artists to participate in our one-day
Scenes of Eagle Rock "Live Art" on Sunday, November 6, from 10 am to 4pm during
the Home Tour. "Live Art" locations include the homes and gardens featured
in the Eclectic Eagle Rock Home Tour or anywhere along the Home Tour route.
A list of the homes will be sent to participating artists. The
artwork produced on this day will be displayed at the volunteer appreciation
party on Sunday, November 6, starting at 4:30pm at the Center for the Arts,
Eagle Rock.

3. CULTURE CLASH AT OCCIDENTAL COLLEGE -- SEPTEMBER 23 AND
24
Culture Clash, the performance troupe known for its social and
political satire, will stage "Culture Clash in AmeriCCa" at 8 p.m. Sept. 23-24
in Thorne Hall on the Occidental campus. A question and answer session will
follow each show. A reception with the artists will be held after the Sept. 23
performance and is open to audience members.
The group, whose weeklong
residency at Occidental is made possible by the G. William Hume Fellowship, was
formed in San Francisco in 1984 by Richard Montoya, Ric Salinas and Herbert
Siguenza. Culture Clash has performed at the Lincoln Center, the Kennedy Center,
at off-Broadway venues, and at repertory theaters, colleges and universities
across the country. The Los Angeles Times calls Culture Clash "serious
artists in hot pursuit of truth and justice who know that art has a greater
impact than bureaucracy. Their quick wit, their props, their unencumbered
brashness and their cool makes them the right comedians for the
time."

As part of the World Festival of Sacred Music, American and
Middle Eastern artists will perform traditional and contemporary world music at
the Wehda World Music Celebration to be held at 8 p.m. on Saturday, Oct. 1 in

Takht Ensemble and Salaam Suite, which will perform classical, folk and popular
styles led by Wael Kakish and Paul Livingstone. Performances from traditional

7. VOLUNTEER FOR EAGLE ROCK NEIGHBORHOOD COUNCIL ELECTIONS --
OCTOBER 1
The ERNC Needs You On Sat. Oct. 1!
Calling all
stakeholders! The ERNC is in need of election volunteers (adults and
responsible teens) on Saturday Oct. 1 at the Yosemite Recreation
Center.
Voting is from 9am-4pm and volunteer shifts are 9am-1pm
and 1pm-5:30pm. Duties range from set-up and registration to
posting signs and counting ballots. Elections are held indoors, so no
worries about overheating in the sun!

11. AIDSWALK WITH TEAM GLAD -- OCTOBER 16

role in the fight against HIV and AIDS. On Sunday, October 16th, GLAD will be
making a meaningful difference in the lives of people living with HIV and AIDS.

Angeles in West Hollywood.

12. SAVING THE ROCK: THEN AND NOW -- OCTOBER 18
Today
the Eagle Rock is publicly owned. Or is it? The area around it is
maintained as parkland. Well, sometimes part of it is. Native
plantings and arts events celebrate our town¹s great symbol. A procession
of trash trucks parade at its foot. A power station, high voltage lines, a
pumping plant and a reservoir are its immediate neighbors. Beautiful and
humble homes and a large park with elegant buildings are also nearby. It
is near the intersection of many major roads.
We will explore the past
and future of the Eagle Rock at 7:00 on Tuesday, October 18th at the Center for
the Arts, Eagle Rock, 2225 Colorado Boulevard. The public meeting of the
Eagle Rock Valley Historical Society will begin with anew short film by Oxy
student, David Luna, remembering the Save the Rock movement through interviews
with some of its major motivators. A panel discussion of the future of the rock
will follow. The 14th district Council office, the Santa Monica Mountains
Conservancy, TERA, the Eagle Rock Chamber of Commerce, the Eagle Rock Kiwanis
Club, the Collaborative Eagle Rock Beautiful, and the Center for the Arts Eagle
Rock are expected. Questions and information from the audience are
encouraged.
The Eagle Rock and its surroundings have had conflicting uses
from the earliest days of our town. It was called Eagle Rock Park and
shown on early postcards as a well-groomed paradise by a perennial stream. It
was also shown as a half-wild sanctuary for wildlife, and an area for hunting on
horseback. Despite this, it was always privately owned. The Board of
Trustees turned down an offer to sell the entire area for $500. Around
1911,the W carline was built up the Eagle Rock Canyon to bring materials for the
Edison substation, which can still be seen. The power lines came down the
canyon, as they do today, to supply a growing town. The road to Pasadena
went through this area, avoiding the wetlands in the valley created by the
stream.
In the fifties, the area became a focus for infrastructure
development. Glendale forced the road to Scholl Canyon Dump into the
valley. A major conduit for water from the Colorado River was built through the
area feeding a new reservoir and filling a beautiful canyon. Perhaps in
compensation the long awaited Eagle Rock Park was built with buildings designed
by Richard Neutra and grounds by Garrett Eckbo, two of California¹s finest
modern designers. Francis Line, renowned travel lecturer and filmmaker,
owned the Rock itself. Line¹s plans to build an art colony around his home
proved unfeasible. California¹s frenzy of road building produced the new
Arroyo Seco Bridge with its extension to Colorado Blvd.
The continuation
of this road, now the 134 Freeway, led to an epic battle over routing. The
original plans called for three alternate routes, all of which continued though
the center of Eagle Rock. A compromise was reached on a fourth alternative, the
"Skyway Route." We sacrificed our access to the canyons and ridge but
preserved Eagle Rock¹s existence.
James Real purchased the majority of
the Rock area around 1960. His dream was to build a research center on the
property. Observing incidents of vandalism and the threat of development, the
³Save the Rock² movement tried to have the City buy the Rock.
Unsuccessful, the movement did succeed in having the Rock declared a
Historic Cultural Monument. Real finally built his home and an apartment
building on the Pasadena side of the Rock. Access from the gentle slope at
the rear of the Rock was cut off, further limiting public use.
Around
1990 part of the property was sold to developer Fredrick Heim. Plans were
made to build another apartment house, this time immediately to the south of the
Rock. Community activists rose in protest. Picketers from the fledgling
Eagle Rock Association drew press attention to the situation. Longtime
activists with the Chamber of Commerce and the local City council representative
organized a fundraising effort to "Save the Rock." Due to community
activism, the Zone variance needed to build the apartments was denied. The
City entered into negotiations to purchase the Rock.
In 1995 the front
two thirds of the Eagle Rock was purchased by the city for $699,000.
Alatorre Park was dedicated in 1996 to honor former Councilman Richard
Alatorre. The Santa Monica Mountains Conservancy took ownership of the
land. The responsibility for its upkeep is still undecided.

APPOINTEE HAS A DISTINGUISHED CAREER IN CITY PLANNING,
ECONOMIC DEVELOPMENT AND CITY ADMINISTRATION

Villaraigosa today named Mark Winogrond as Interim Director of the City of Los
Angeles Planning Department. Winogrond is an experienced, award-winning planning
and land use professional, having been awarded the American Planning
Association's Distinguished Leadership Award.
Winogrond's prior
professional experience, which spans over three decades, includes directing the
rezoning of the City of San Francisco, writing San Francisco's earthquake master
plan, serving as Community Development Director in three Southern California
cities (Lawndale, West Hollywood and Culver City), and working as the Chief
Administrative Officer for Culver City. Most recently, Winogrond served as a
planning and land-use consultant to many Southern California cities and
organizations through his business, Planmark Associates. He also teaches
planning and zoning for both UC Berkeley and UCLA extensions.
"Mark has
extraordinary experience integrating planning, building, transportation, housing
and economic development. He is a planning leader and visionary and will serve
our city well," said Mayor Villaraigosa. "His top-to-bottom assessment of the
department will ensure that a permanent director hits the ground
running."
Winogrond's responsibilities will include developing a roadmap
for the new Director of Planning to follow upon assuming his/her duties. The
roadmap will be a guide for the Planning Department to improve management and
service to the public. He will also utilize his extensive relationships with
planning professionals across the country to assist the Mayor in identifying a
permanent Director of Planning.
The Mayor's appointment of Winogrond is
effective Friday, September 16, 2005. He will serve as interim director while
the search for a permanent director moves forward.
