1.         PRESIDENT’S MESSAGE

 

STATE OF THE TOWN SEPTEMBER 21st

 

If the events of the past year have taught us anything, it is that the leadership of our elected officials has a tremendous impact on our quality of life. 

 

That is why your participation in this year’s “State of the Town” meeting is so crucial.  Councilmember Villaraigosa will present his vision and answer our questions about the future of Eagle Rock, CD 14 and the City of Los Angeles.  I look forward to seeing many of you and continuing our intriguing dialogue. 

 

WALGREENS $20 CHECKS – RETURN TO SENDER

 

Many of us have received $20 “checks” in the mail which, like everything else Walgreens does, is a fake and ultimately costs us more in the end.  This check is an incentive to change your prescription services (which keep drugstores alive) to Walgreens.  Please join us in sending back your check, and keeping your business at the drugstores in the neighborhood that really support our community.  Most of all, DEMAND that their $20 instead go to truly supporting our town, rather than ignoring our laws and papering it over with fake window dressing.

 

WALGREENS TEMPORARY CERTIFICATE OF OCCUPANCY APPEAL – SEPTEMBER 21st

 

On Tuesday, September 21st, The Board of Building and Safety Commissioners will consider Rich Development’s appeal regarding their Temporary Certificate of Occupancy (TC of O).  The hearing will be at 9:30 am, 9th floor, Room 900, 201 North Figueroa Street, LA, CA 90012.  This hearing is due to Councilman Villaraigosa pointing out to Building and Safety that they issued the TC of O in error.  Building and Safety withdrew the TC of O, and Walgreens is appealing the withdrawal.  We hope that this is the incentive Rich Development needs to fully complete the buildings as they said they would in time for this hearing.  And we look forward to seeing the City actually follow through on enforcing its own laws.

2.         COMMUNITY CLEAN-UP THIS SATURDAY!       

           

A special invitation for the community from Councilmember Villaraigosa and Eagle Rock Field Deputy Michael Cathey: 

 

Councilmember Villaraigosa would like to invite TERA and the residents of Eagle Rock and surrounding communities to our Day of Service on Saturday, September 18, 2004. We will be meeting at 8:00 am and should finish by 12 noon. Meeting location is at 4160 Eagle Rock Boulevard (Victory Outreach). Parking is located behind Victory Outreach on Panamint.

 

We will be doing a number of great projects which include cleaning and planting a community garden at Delevan Dr. Elementary School, planting on a median on Eagle Rock Blvd, restoring a senior citizen's home with the Mexican American Opportunity Foundation's handyworker program, placing river rock on the Crestmoore Steps and cleaning the sidewalks on Eagle Rock Boulevard and Verdugo.

It is our tradition to ask the community for questions to pose to the Councilman in preparation for the State of the Town event.  Please forward suggested questions through this e.letter so that we can compile them for the meeting.  We will send all our compiled questions as a special e.alert before the meeting.

Docents volunteer for one of two three-hour shifts, either morning (10 to 1) or afternoon (1 to 4).  What do you receive in return?

5.        CALL FOR TALENT: UPTOWN GAY AND LESBIAN ALLIANCE CABARET 2004

On Saturday, September 18, the Uptown Gay and Lesbian Alliance (UGLA) will hold auditions for its 14th annual fund raiser, Cabaret 2004, in Eagle Rock. 6.        LOS ANGELES CONSERVANCY MODERN COMMITTEE CELEBRATES 20TH ANNIVERSARY WITH COUNTYWIDE MODERNISM TOUR SEPTEMBER 18-19, 2004  

To celebrate two decades of helping to preserve Los  Angeles' extraordinary Modern architecture, the Los Angeles Conservancy Modern Committee ("ModCom") is throwing a two-day birthday party all over the county. The event, called "20/20/20" -- 20 years, 20 sites, 20 dollars (member price) -- will take place the weekend of
September 18-19, 2004, with ten different sites available for viewing each day.  The self-driven tour features the "greatest hits" of previous ModCom tours and preservation issues, a true cross-section of mid-twentieth-century architecture.

Spanning from Pacific Palisades to Downey, the 20/20/20 tour includes such highlights as:

- The Charles and Ray Eames home and studio (Case Study House #8)
- Richard Neutra's former residence, VDL Research House II
- A 1930 Los Feliz home designed by R.M. Schindler
- Prime examples of postwar residential tracts, including Gregory Ain's Mar Vista tract, the city's newest historic district and the first composed solely of Modern homes
- The world's oldest McDonalds restaurant
- The 1958 former Union Oil headquarters (now Los Angeles Center Studios)
- A book signing with legendary architectural photographer Julius Shulman

Some sites will have docent-led tours, while others will feature special promotions and involvement by neighborhood organizations.  Participants will create their own custom tours by choosing which sites to see and in which order.  To commemorate the event, celebrated artist Shag will produce a special, limited-edition print, which will be offered first to 20/20/20 ticket holders.

Along with the fun comes a reminder to Angelenos of the vulnerability of L.A.'s authentic Modern architectural heritage.  The Modern Committee was formed in 1984 in response to the rapid destruction of post-World War II buildings in Los Angeles -- particularly two iconic Googie coffee shops, Ships Westwood and Tiny Naylors.  This volunteer sub-committee of the Los Angeles Conservancy has since grown into a powerful voice for Modern preservation.

7.         ERNC LAND USE COMMITTEE – SEPTEMBER 23RD

Land Use & Planning Committee Meeting

Some topics on the agenda include:

INCLUSIONARY ZONING: Join the ERNC Land Use & Planning Committee as we hear from Victor Franco from the Central City Association as he presents the “Fair Share Program” an alternative to the Inclusionary Zoning proposal being considered by City Council.  The Inclusionary Zoning discussion is ongoing, and City Council will be considering both proposals, and relying on input from you, to develop a plan that works for the City of Los Angeles.  COME AND GET INFORMED about Inclusionary Zoning, and how it will affect your neighborhood.  (This presentation was originally scheduled last month, but had to be postponed until this month, so mark the date!)

SPECIFIC PLAN WORKING GROUP: In its deliberations during the past year, the Eagle Rock Neighborhood Council Land Use & Planning Committee has heard from quite a number of community members who are concerned about, or have ideas for revisions to, the Colorado Blvd. Specific Plan (CBSP), and the topic has been coming up regularly at meetings.  Most communities find they need to revise plans such as the CBSP every five to ten years.  The current CBSP was adopted into law in 1992, so it is time for Eagle Rock to look at its plan in detail and decide where to go with it.  At this meeting, we will discuss a proposal for creating a Specific Plan Working Group, comprised of a broad range of community members representing Eagle Rock’s many organizations, groups, businesses, educational institutions and faith-based groups who will consult with the City of Los Angeles Dept. of City Planning, Building & Safety, City Council, and City Attorney’s office as the important, long-term work of revising the CBSP is undertaken, and the need for other plans for Eagle Rock is examined.

UPDATES & YOUR COMMENTS: We will also offer updates on past and ongoing projects, such as the Chevron construction at the corner of Figueroa & Colorado; and others.  Your comments about land use issues are always welcomed.  Please join us! We want to hear from you!

13.       ERNC SUB-DISTRICT 6 MEETING        

 

The next meeting of the stakeholders of Sub-District 6 of the Eagle Rock Neighborhood Council will be held on Tuesday, October 12 from 6:30-8:00 p.m. at the Solheim Lutheran Home at 2236 Merton (between Eagle Rock Blvd. and Ellenwood, one block south of Colorado).  We'll meet in the M&M room, and (because the name of the room just makes me hungry) light refreshments will be provided. 

 

YES, THERE WILL BE FOOD!  So come for the food, or come to meet your neighbors, or come to discuss the concerns for our area, but just COME!

14.       REACH OUR COMMUNITY KIDS (ROCK) IS ROCKING!

 

Check out the amazing programming of ROCK this fall!

 

Visit the (Reach Our Community Kids) ROCK Teen Center at 1597 Yosemite Drive, on the northeast corner of Yosemite & Townsend Avenue.

 

This fall ROCK has a full schedule of afternoon programming. Regardless of the student’s needs or interests, we’re there to help. We specialize in coaching students to achieve their full potential. Our homework coaches are available from 3 pm to 6 pm, Monday through Thursday.

 

However, ROCK is not just about academic achievement. We also want to see our students grow physically, emotionally, and socially. If you are between 12 and 18, check out our:

16.       WE’VE GOT MAIL

           

Hi! I am an SAT tutor with a lot of students on the Westside and would like to share my knowledge and experience with more students in my own neighborhood! I am currently teaching students from Harvard-Westlake, Campbell Hall, Crossroads, Notre Dame and the L.A. High School for the Performing Arts.

 

I prepare students for the SAT, the SAT 2 Writing Test, the PSAT, ISEE, and I teach essay writing for high school students.

 

I am willing to make my rates available on a sliding scale for my neighbors.

I liked the editorial about changing the specific plan a lot.  Eagle Rock definitely needs to close the loop holes, and yes to expanding to York and Eagle Rock Boulevard is warranted!

 

Maybe you should see if Highland Park might join in with ER so that all of the York Avenue commercial areas are included (it all comes under the Northeast Community Plan anyway).

 

We might need more than one specific plan.  We could utilize the same guidelines but with different boundaries.

       Father Miguel Hidalgo y Costilla  “El Grito de Dolores” September 16th, 1810. 

 

Father Hidalgo’s appeal at dawn to the Mexican people to rise up and defeat the Spaniards is commemorated every year on the evening of September 15th by Mexicans around the world, culminating in a celebration by the President of Mexico at the National Palace in Mexico City.  September 16th is celebrated officially as Mexican Independence Day.
