"Eagle Rock:
Where land use planning is a contact sport"
THE EAGLE ROCK ASSOCIATION
February 6, 2003
"Thanks for the TERA weekly update. I am continually amazed by the
level of professionalism and technical detail your group is able to provide to
your ever-increasing constituency. What an asset to a community buried in
the LA bureaucratic shuffle. I've only seen such vigor and intelligence
in Larchmont and Brentwood in LA, and even they don't compare. Keep up
the fine work -- while frustrating -- very rewarding for the betterment of the
community."

2. ECLECTIC EAGLE ROCK HOME TOUR IS GEARING UP! -- FEBRUARY 12
The Eclectic Eagle Rock Home Tour planning committee is gearing up for the fall
2003 tour. It will feature the Women's 20th Century Club in celebration
of the club's 100th anniversary. This is an exciting event & we have
a great time producing it!

clubhouse at 5105 Hermosa Avenue, on the corner of Colorado and Hermosa.

3. VOTE IN THE EAGLE ROCK NEIGHBORHOOD COUNCIL ELECTIONS --
FEBRUARY 8
The Eagle Rock Neighborhood Council will hold its first-ever elections this
Saturday February 8 from Noon Ÿ 7pm at Eagle Rock City Hall, 2035 Colorado
Blvd. IF YOU CARE ABOUT EAGLE ROCK, PLEASE VOTE IN THIS HISTORIC
ELECTION!
Twenty-two candidates are running for eighteen elected positions: eight area
representatives and at-large posts for president, treasurer and representatives
for the business, civic organizations, public-safety, educational and
faith-based aspects of the community, as well as a youth representative. Ballot
counting will be handled by the City of Los Angeles Department of Human
Relations, which will release election results within 72 hours of the close of
elections.
Eagle Rock has not had an officially elected body of representatives since the
1920s when it became part of the City of Los Angeles. "This is real
milestone, and an important step because the neighborhood council will give
Eagle Rock an official voice with the city," says Dan Paul, who has
organized pre-election activities for the interim council, which now faces the
challenge of reaching stakeholders to encourage strong voter turn-out.
The elections are open to people who have a stake in Eagle Rock, regardless of
their residential zip code. "What happens in Eagle Rock is important to
people who live in a lot of different areas. Anyone who cares about the
future of Eagle Rock should make it a point to cast their vote," Paul
says. People who live, work, own property, conduct a business, do their
shopping or participate in local organizations in Eagle Rock may vote in the
Eagle Rock Neighborhood Council elections.

STATEMENTS BY THE CANDIDATES (in alphabetical order):
President
Robert Flores
The only candidate that is fully qualified for this position, and the only
candidate that was drafted by some of the board and Committee members to run
for this position. My ability to bring all parties to the table, as well as
listen and bring better dimension and the ability to act quickly on matters,
makes me different from any other candidate. I have been active in the
community since 1968. I have worked with and am respected by Xavier Becerra,
Nick Pacheco and Ed Reyes, all elected officials within Los Angeles. If you
have any question, do not hesitate to call me at home (323) 256-4079.
Dalila Sotelo
Eagle Rock is a small hometown with big opportunities, opportunities that
require strong leadership. Today, unlike any other time, Eagle Rock is experiencing
a period of revitalization. Over the last year and a half, I have led the
effort to certify the Neighborhood Council so that it will influence
decision-making, obtain better city services and access $50,000 annually for
community projects. In the future, I will work with city officials to
steer city services to Eagle Rock; support our existing and new family-owned
businesses while encouraging economic investment and revitalization along
Colorado and Eagle Rock Boulevards; build new facilities such as skate parks;
and work to increase the number of police patrols within our neighborhoods.
Most importantly, I will work with you to identify your needs in order to
improve Eagle Rock's quality of life. A strong leader provides vision,
promotes collaboration, and inspires participation. As president, I'll be
the strong leader that can make Eagle Rock's big opportunities a reality.
Treasurer
Doris Lau
I am running for this position because I am qualified for it. My
current position is with the U.S. Treasury Department. My qualification is that
I handle account receivables and payable work within a budget, as well as
setting the budget. My goal is to set up proper procedures for expenditures and
accountability with the power of oversight, so my management skill will come
into place.
Patricia (Pattie) Sugerman
Currently, I am a Public Health Nurse for the County of Los Angeles.
I was active in the formation of ERNC, attending the meeting at Ramona
Hall, and later speaking on behalf of my neighborhood's inclusion in the ERNC.
For ten years I was the administrator of a medical corporation, where I
had experience bookkeeping as well as making financial decisions.
Youth Representative
Caroline Olmedo
My name is Caroline Olmedo, 17, employed at Yosemite Rec. Center. I
chose to run for the Youth Representative position on the Eagle Rock
Neighborhood Council because it is important for me to have the opportunity to
voice my concerns. I believe that there is not a better way, than for
someone of my age and background to represent the youth of Eagle Rock.
Most teens do not know that there plenty of opportunities to say and
receive what they feel is important for them to have. I am temporarily
running a youth program at Yosemite Rec. Center. Every day I am able to
communicate with others my age and find out what their interests are.
Through the neighborhood council, I will be able to communicate these
interests and actually do something to satisfy the community youth's needs.
Please remember to vote on Saturday, February 8th at Eagle Rock City
Hall.
District 1 Director
Danette Inzalaco
I am a Registered Nurse in Oncology that has lived in Eagle Rock for
thirty-one years. I was educated at Eagle Rock High School and
later Mount Saint Mary's College, however, Eagle Rock has always been my home.
I chose to stay in my community that has enriched my life greatly.
This is my opportunity to be a voice for the community that has molded me
and given me direction. I will always be accessible to the residents in my
Sub-District and I will be a dutiful representative for the Neighborhood
Council. I was instrumental in keeping Extra Space Storage out of the
Eagle Rock area and I helped coordinate the Outdoor Holiday Movie Festival at
Eagle Rock Park, which was a free event for families and children.
I look forward to your support so that I may continue to advocate and serve my
community by relaying the residents' interests and concerns. To answer any
questions you may contact me at dinzalaco@hotmail.com or at (323)
255-8676.
District 2 Director
Stephan Early
I am a candidate for the ERNC from the second district. I have taught
American Literature at Eagle Rock High for ten years. My study of
American History reinforces the importance of participatory democracy and an
active and well-informed constituency. If elected I will serve these
goals.
Jessica Wethington
As Interim District Two Rep I'm already hard at work for you -- from crime,
traffic problems and street maintenance, to leading the fight against a Cingular
Wireless plan to build a third cellular facility within walking distance.
I rallied residents to write letters, sign petitions and speak at city
hall and it made a difference. I spearheaded the committee which brought
you the LAUSD District 5 School Board Debate in December. Last fall, I
managed to get all sides communicating after a local principal was transferred
and people in Eagle Rock were very upset. Right now I am trying to get
the city to pave several streets in District Two that haven†t been paved in
decades and am helping senior citizens get city services for food and care.
I say YES to improvement in Eagle Rock -- better businesses, city
services and involvement with our schools. I will listen and work to get
results on issues important to YOU. Thank you.
District 3 Director
Anita M. Hultman
Having been a neighborhood watch captain for the past 3 years has presented
an array of situations, sometimes difficult and at times overwhelming.
Quality of life issues are a priority of any representative of the
Neighborhood Council and I plan to make it mine for my area.
District 4 Director
Maximillian Vasquez
I have lived in the Northeast Los Angeles area for approximately 16 years,
currently residing in the Sparketts Hill section of Eagle Rock. I am a property
manager for a major operating center of Bank of America. I consider myself a
"Max-of-all-trades"; among some of the occupations I possess range
from real estate agent in the area, recently certified income tax preparer to sound
engineer/dejay and graphic artist. Last year, I served as President of the
Highland Park Chamber of Commerce and have served on various boards of other
community service organizations. With all my experiences, I feel that I
would be an asset to the ERNC, focusing on the growth and improvements of Eagle
Rock as a Joint community.
Patricia Woodlin Statement not available at press time
District 6 Director
Rosa Myrna Tambagan Canonigo
I am Rosa Myrna T. Canonigo. I am running for the Community Director in
District 6. I am a resident of Eagle Rock for 26 years. Three of my boys
attended and graduated at Eagle Rock High. I worked for First Interstate Bank
until 1989 and I am semi-retired. I expound senior citizens cause. I have
attended GCC and Caltstate-L.A. and eventually earned a Bachelor of Science in
Business Administration, option in Accounting on June 9, 2001. I am able and
willing to serve residents of District 6 representing their concerns during
ERNC meetings. My own concern is the surge of parking needs of a nearby church.
Cheryl Leutjen
As a homeowner in District 6 and mother of two small children, I have a
vested interest in our community. I want to ensure that our district is
well represented on the Eagle Rock Neighborhood Council, and I want to see that
our community receives its fair share of LA City Services to improve the
quality of life in our area.
District 7 Director
Rich Monk
As a school teacher and resident of Eagle Rock since 1983, as well as
having owned a local business, I am interested in quality of life issues.
To me, Eagle Rock is a friendly community where residents can still enjoy
a walk in the evening. Since the neighborhood councils provide a direct
link to the support services required to maintain and improve community
conditions. I would work for more policing, increased road repair, and
the addition of trees and plants to help make Eagle Rock a more beautiful
community.
District 8 Director
William Markis
I will represent our community's interests and let the City Hall and City
Council know what our needs and wants are. I will also communicate back to you
their issues and important news that may affect our quality of living. As a
long-term resident and father of two children attending local schools I have
the well being of our community in mind and will fulfill my role in the Eagle
Rock Neighborhood Council.
Martha Moren
This community is in desperate need of a councilman who is responsive to
the needs of THIS community and will work closely with the community, not one
who responds to the issue which will garner the most votes for the next
campaign. The police response in this area of the city is, for the most
part, non-existent and getting worse from the contemplation of not answering
alarms (for which we pay for a permit) unless proof is provided to when called,
the Northeast Desk answers 'we're too busy, Tommy's is busy tonight!'
Eagle Rock needs a very strong community organization to stand up for
'US'!

Art Casillas
I'm a homeowner in Eagle Rock. Helped Organize York Hills Neighborhood
Assoc. Have planned & executed some events like Santa In York Hills. Went
thru Council District 14's Neighborhood Leadership Institute. Know contacts to
get services in our area. Plan to implement & resolve Community based
problems. I will represent you honestly & fairly.
Manuel Montano
Greetings. My name is Manuel Montano and I am running for a Civic
seat on the Eagle Rock Neighborhood Council (ERNC). I graciously ask for
your support and vote on February 8. I have lived in Eagle Rock for 34
years. This is a community that I love and one that has enriched my life
fully where my family, friends and childhood memories live. This town has
given me much over the years and now I feel it is my duty and obligation to
give back and represent my communityî this is why I am running for the ERNC.
For the record, I am proud to say that I recently provided the leadership
which built a power base and collected nearly 1,700 petition signatures which
saved All Star Lanes from the wrecking ball and kept yet another public storage
nuisance out of Eagle Rock. I will serve as a "watchdog"
advocate for all Eagle Rock residents and ensure that our future is planned and
executed with intelligent and common sense vision that benefits all children,
families and residents. Please contact me at 323/255-8676 or via e-mail
at montanoman@aol.com to answer any questions or concerns.
Suzanne Prieur
Eagle Rock is currently experiencing a cultural and economic
revitalization. Neighborhood Council can be a vital force in determining
the factors, which have contributed to this renaissance & in strengthening
and expanding those actions, which have proven to be most effective. I feel I
have much to contribute in the fields of marketing, recruitment & training
and management, to the continuing improvement of our town.
Education
Barbara Marback
I'm a resident of Eagle Rock since 1959. I graduated from ER High
S'70. In 1982, I purchased my home in area 5. I'm a single parent
of four children who have graduated ER High School, Laurel Hitchin '92, Ralph
Hitchin '99, Richard Hitchin'00 and Ryan Hitchin '03. Since 1996 I've served as
the chairperson the Class Member Review Committee of the consent decree of
Chanda Smith et al v. Los Angeles Unified School District United States
District Court, No CV-93-7044-LEW. As the education advocacy specialist of a
social service agency, I have working relationships with the Division of
Special Education of LAUSD. If elected, I will build upon these relationships
to promote the ERNC, elicit input from ER schools and convey to the ERNC.

5. ATTENTION -- PUBLIC HEARING CINGULAR WIRELESS -- FEBRUARY 12 --
READ AND ACT NOW!!
As many of you know, Cingular Wireless has applied to install cellular antennas
onto an existing electrical tower on the Edison property at Colorado & La Loma
Roads. Despite protests from TERA, 99.8% of surrounding residents, and
other organizations such as the Eagle Rock Beautiful Collaborative, the city
zoning administration approved this application, which would allow Cingular to
build their THIRD CELLULAR FACILITY WITHIN WALKING DISTANCE IN EAGLE ROCK.
This application flies in the face of laws requiring cellular companies to
co-locate their equipment. And, most importantly, the lot has FIVE
massive electrical towers, part of a major regional distribution system for
Edison. Once the zoning is changed on the lot, it is changed for the
ENTIRE lot and all five electrical towers. This means, soon each of the
five towers could be host to a cellular facility, making the concentration of
cellular antennas on that lot unprecedented IN THE STATE.
Because this is so important, we have appealed the approval and have been
scheduled a new public hearing with the city planning commission. PLEASE,
please come and speak AGAINST this application. Even if you don't speak,
please attend!! No one wants to put Cingular out of business but the
ramifications of what this application will do to Eagle Rock are far
further-reaching than any cellular signal.
If you care to write a letter, I am happy to give you some talking points.
My email and phone are below. However, you must provide 20 copies
of whatever you send on 8.5x11" paper, and it must be received by FRIDAY
2/7/03. It would really be best if you could please, please find time to
come and speak at or attend the hearing. It's at Ramona Hall, close by, and
Eagle Rock needs you to do this!

Control will hold this dog for a minimum of 4 days at the Lacey Street Shelter,
and after that, depending on how many animals they're dealing with, this animal
may be euthanized. The female Chow was wearing a chrome, chain-type

12. LETTERS AND E.MAILS
" What? Are you saying that Pacheco now supports the Wall-greens
development basically 'as is'...or as it 'was' a year ago, with that flaccid
awning apparition at the edge of the sidewalk? Where the 'building wall'
should be?
I walked my neighborhood for TERA asking for petitions a year or more ago.
And I live in Highland Park near Occidental. I collected about 100
signatures. Only one gentleman stated: "I like Wallgreens...I
won't sign."
I had heard that Nick was 'brought to his senses' and was now against that
original sea of asphalt ... had taken his support away from the developers...
What the hell is going on? This development is (as Murphy's Law so
often applies) situated directly across the street from Eagle Rock's Cultural
Center. How rude is that?
You and TERA are the only ones 'watching the store.' Think of what
Colorado Boulevard would look like without Kathleen Aberman and others.
It would look like San Fernando Road. It's akin to an elderly
hospital patient who is ill and all alone; never having any visitors.
What happens to those elderly patients? They die. The ones
who have a chance at recovery are the ones whose loved ones are there....hour
after hour...day after day...as an advocate for health."
-- Mary Ellen Canniff, Highland Park resident
"As a new Eagle Rock resident, I look forward to every new e.letter on
your site. The normally clear, well-written items that provide
information on important community topics impress me.
However, I just got done reading the January 23, 2003 e.letter and must say
that the first two items (1 & 2) concerning the Walgreens/Shopping Bag
situation are much more emotional and less clear than anything I've read in the
past. I understand the investment in this long battle and do support the
TERA position, but I am unable to interpret what exactly was decided (besides
the fact that it was not good) from either of those items. They are more
a rant against injustice than useful information that concerned citizens can
digest and act on. It would help to answer these questions: What was
decided? Is this decision final? What specifically can we do? What is the
timeframe for action?
Again, I find the TERA e.letter a tremendous resource and appreciate your hard
work for Eagle Rock. I will continue to look forward to every e.letter.
Thank you."
-- Greg Pearce, Eagle Rock resident
"I read this input from Pamela Thackery who lives in the neighborhood, I
understand she has issues with the decision on Wallgreen's. I have issues
with idea that the Rite-Aid at Eagle Rock and Avenue 40 provides ample anything
for my $$$s or my neighborhood in general. This store and the whole shopping
center that it is the 'anchor' for is a mess and has been for years.
The RITE-AID store itself was a Thrifty Drug oldie and if you visit it and look
up on the wall stage right when you enter you will still see the holes in the
drywall where the Thrifty logo was torn down years ago and also the remains of
some old Thrifty slogan about 'caring for you since 1929' etc. That store was
last remodeled in 1929 from the looks of things. I have visited other Rite-Aid
stores nearby and none other matches this stores poor standards on any level,
most other stores have been remodeled and upgraded. Why not the store in
Glassell Park? Just across the street is another winner -- Albertson's -- my
family avoids this place like the plague......we just choose to shop elsewhere.
I have personally written letters and called both companies about these subpar
locations and have never received satisfactory answers to why they don't clean
them up."
-- Brian Frobisher, Glassell Park resident
"Will you please add my friend to your email list? Thanks for
keeping us informed!
-- Julie Jacobson, Eagle Rock Resident
"I admire you (and the many other neighborhood people you name and whose
letters you include) for your diligence and devotion to keeping Eagle Rock an
attractive community. Thanks again for the e.letters."
-- Julie Wiant, Mt. Washington resident
"1. You should run for city council. 2. The walgreens thing
sucks. 3. Is there a reason why we need another drug store in E.R
or is it big business's attempt to keep us medicated? 4. Keep
up the great work. 5. T.E.R.A. matters."
-- P.N., Eagle Rock resident and business owner
"I'm a member of TERA and wonder if membership involves yearly dues????
If there is I certainly don't want to be delinquent because the work done
by TERA is so important to our neighborhood. Please let me know.
Unfortunately I've not been as active as I should be in writing letters in
opposition of Walgreens, primarily due to my travel schedule and having to
manage over 200 emails a day while traveling, but I do want to express my
sincere thanks to you for your commitment to Eagle Rock. Have a great
day!
-- Maria N. Nazario, Eagle Rock resident and TERA member
