1.  PRESIDENT'S MESSAGE -- TAKING A LOOK AT LAND USE

Spotlight on TERA's Planning and Land Use Committee

As a new year's resolution, please consider being part of one of TERA's many great committees!  In upcoming weeks, I will spotlight each of our committees and chairs, starting this week with TERA's Land Use Committee.   For further details, you can always check out our website at http://www.tera90041.org

TERA's Planning and Land Use Committee, commonly referred to as the Land Use Committee, regularly meets  at the Eagle Rock Library on the third Wednesday of every month at 6:00 p.m.  Chaired by Michael Tharp, a veteran of the City of Los Angeles Planning Department and currently a private land use consultant, the Land Use Committee's purpose is to review land use issues in Eagle Rock as well as citywide land use and planning issues, and to make recommendations to the TERA Board for TERA's advocacy before various decision-making bodies.

TERA seeks a proactive role in developing and preserving that which makes Eagle Rock special, rather than simply reacting to development proposals.  It is therefore important that we have active participants representing numerous interests of Eagle Rock to create land use initiatives rather than simply react to them.  

The Land Use Committee has undertaken two ongoing projects.  First, the Land Use Committee is conducting a survey of commercial buildings that are potentially of historic merit in the community to preserve and perpetuate Eagle Rock's rich historic character.  This survey has been undertaken with advice and assistance from the Eagle Rock Historical Society.  Its goal is to develop information on the various buildings which may be useful to both property owners and tenants in seeking historic designation for their building and possibly obtaining state and federal tax benefits, as well as community support and appreciation.  

Work on the project is ongoing, with volunteers researching newspapers and periodicals at the public library in search of information on the history of various buildings.  In addition, City of Los Angeles Building and Safety records are being researched to determine the extent of the modifications to the various buildings.  Other volunteers are photographing buildings.  Once all of the information available has been assembled, it will be placed into a binder and presented to the property owners and tenants for their use.  Because all of the work is being done by Committee volunteers as time permits, it is painstaking work.  But, at the end of the project, there will be a record of the history of over twenty significant buildings that are special to the Eagle Rock Community, and so we are fully committed to its completion.  

Second, the Land Use Committee has undertaken the investigation and analysis of billboards throughout Eagle Rock.  While many billboards are legal and permitted, throughout Los Angeles there are many billboards that have no permits and are not legal.  The Committee has been collecting data on these potentially illegal signs with the aim of reducing visual blight in Eagle Rock.  As with all volunteer projects, its movement depends on the number of volunteers available, but the important thing is that it keeps moving forward.

The Land Use Committee also reviews proposed planning and land use issues, such as applications for conditional use permits, zone variances, and other matters to be considered by the City of Los Angeles, and makes recommendations to the TERA Board on whether or not to support such applications.  Applicants are encouraged to bring their proposed projects to the Committee for review and recommendation.  The Committee monitors future development sites, such as the Von's-owned properties near La Loma and Figueroa in the easterly part of Eagle Rock.

2.  MEET THE GARDENERS WHO KNOW ALL THE DIRT -- JANUARY 27

TERA 's  first Public Meeting of 2004:
"How Does Your Garden Grow?: A Forum on Flora"

TERA will kick off its 2004 public meeting schedule on Tuesday, January 27, with "How Does Your Garden Grow?: A Forum on Flora,"  at the Center for the Arts, Eagle Rock.

The event will offer presentations and dialogue with experts from such horticultural treasures as North East Trees, the Theodore Payne Foundation, the Los Angeles Community Garden Council, and LA Common Ground/the Master Gardener Program.

The event, including refreshments and local cuisine, is free and open to all, whether your thumbs are green, black or blue!  Please bring your "growing" dilemmas and desires for our panel to ponder.

A $2.00 donation is requested of each attendee to defray insurance costs for this event.  For additional information, please contact Mary Tokita at mtokita@earthlink.net.



3.  IMPROVE YOUR NEIGHBORHOOD WITH THE CITY'S HELP

Council District 14 Field Deputy Michael Cathey sends us word that the 2004 Neighborhood Matching Fund Applications are now available through the 14th district field office at 2035 Colorado Boulevard in Eagle Rock, or online at  http://www.lacity.org/bpw/ocs/nmf.

The Neighborhood Matching Fund is a splendid City of Los Angeles program that offers neighborhood groups the opportunity to receive matching grants of between $250 and $10,000 to fund locally initiated improvement projects.  The awards may be matched by a community's contribution of cash, in-kind contributions, and/or volunteer labor.   If you or a group you work with has a neighborhood improvement project you've been trying to get off the ground, the Neighborhood Matching Fund might be a source of financial support.

5.  CENTER FOR THE ARTS, EAGLE ROCK, NEEDS YOUR SUPPORT

The Center for the Arts, Eagle Rock, sends us this announcement of their current fundraising needs:

"As you know, the Eagle Rock Community Cultural Association is now the Center for the Arts, Eagle Rock.

"We remain an arts-learning and arts-producing organization, but more than our name is changing.  As of June 2003, the ERCCA is no longer under the financial wing of the City of Los Angeles Cultural Affairs Department (CAD).  Therefore, in this coming fiscal year, 2003-2004, the Center needs to focus on two areas:


"We must move from a state of dependence (having been under the care of the City for our first five years) to a state of independence.  This is an important, challenging time for us.

"Please help us continue to fulfill our mission of providing multi-cultural, low-cost art classes, free festivals, concerts, and contemporary art exhibitions to the communities of northeast Los Angeles.  During our last fiscal year, we offered four eight-week sessions offering 27 classes to adults and children, four art camps, 12 art exhibitions with over 60 artists shown, three free festivals, and one open house.  Last year the attendance doubled at both the Center's exhibitions and festivals.

6.  EAGLE ROCK NEIGHBORHOOD COUNCIL CLEAN UP -- JANUARY 17

From Eagle Rock Neighborhood Council District 6 Director Cheryl Leutjen comes news of the next Community Clean-Up Day:

"The Eagle Rock Neighborhood Council District 6 has announced plans to beautify the western entrance to Eagle Rock with a Community Clean-Up Day to spruce up the area around the 2 Freeway off ramp that leads into Eagle Rock. The project takes place on Saturday, January 17 from 9 a.m. to noon.  Volunteers will meet in the far northwest corner of the upper level parking lot of the Westfield Shoppingtown, which is located near the intersection of Colorado Boulevard and the 2 freeway off ramp.   (And we extend our thanks to the proprietors of Westfield Shoppingtown Eagle Rock for for making the space available to us.)  Clean-up supplies will be provided by City of Los Angeles Operation Clean Sweep.

7.  LAKER A.C. GREEN AND THE POLICE CHIEF BRING US TOGETHER -- JANUARY 18

On Sunday, January 18th, former Los Angeles Laker A.C. Green will lead a multi-ethnic and multi-denominational audience of community, church and political leaders in a program aimed at racial reconciliation.  This conference is timed to honor the achievements of Dr. Martin Luther King, Jr., and his dream of racial equality and harmony.

 Mr. Green, prominent as a Christian athlete during his years as an All-Star player in the NBA, will be joined by Pasadena Police Chief Bernard Melekian and Pastor Curtis May, director of the office of reconciliation ministries of the Worldwide Church of God, which is sponsoring the event in the acclaimed Ambassador Auditorium.

The program, ³Removing Walls, Building Bridges,² will include a wide ranging discussion on what each of us can do to build permanent bridges across the racial divides in our society.  A centerpiece of the event will be a showing of the award-winning film, ³Final Solution,² which chronicles the astonishing true story of Gerrit Wolfaardt, a white South African paramilitary member whose life was transformed by God¹s intervention.  Mr. Wolfaardt is now an ordained minister living in the United States and devoting his life to racial reconciliation.

Of special note to the preservation-minded, this event will be one of the few times that Pasadena's historic Ambassador Auditorium is open to the public.

8.  EAGLE ROCK CAR CULTURE: A HISTORICAL VIEW -- JANUARY 20

The Eagle Rock Valley Historical Society is pleased to present "CAR ER: Views of Our Car Culture," this Tuesday evening.  Historical Society President Eric Warren will facilitate a panel discussion with participants representing a range of perspectives on Eagle Rock's car culture.  Panelists include:


The Historical Society invites all who attend to bring their car-related photographs and memorabilia.  An exhibit will be on display featuring photos and documents from the Historical Society collection, and guests are encouraged to bring items from their personal collections for inclusion in the exhibit.

9.  THE NEIGHBORHOOD MATCHING GRANT PROGRAM EXPLAINED -- JANUARY 20

,Eagle Rock Neighborhood Council Sub-District 2 Director Jessica Wethington McLean invites all interested stakeholders (regardless of their sub-district) to attend this highly informational meeting, which will be attended by Guest of Honor Julie Bay, from the City of Los Angeles Neighborhood Matching Fund program.  As you may know, the Neighborhood Matching Fund is an excellent program sponsored by the City of Los Angeles which provides up to $10,000 in matching funds to support neighborhood revitalization, beautification and improvement projects.

Julie will discuss the program, the types of projects that can be done and the application process.  She's also promised to offer tips on how to submit a persuasive application.  If you'd like to learn more about the Neighborhood Matching Fund program, don't miss this meeting!  The program will be discussed from 6:30 p.m. to 7:30 p.m., with the meeting's final half hour devoted to topics of specific interest to stakeholders of Sub-District 2.



10.  SPEAK OUT ON THE PROPOSED CINGULAR TOWER AT FIGUEROA AND LA LOMA -- JANUARY 22

At its January 24th meeting, The Eagle Rock Neighborhood Council Land Use and Planning Committee will consider an application made by Cingular Wireless to install cellular antennas and other equipment into the "bell-tower" atop the McDonald's at La Loma and Figueroa.  The city Zoning Administration is waiting for the neighborhood council to consider the item, based on public input and participation, before issuing a decision in the case.

A representative from Cingular will be at the meeting to discuss plans and answer questions and we will hear from stakeholders for and against the application.  Speakers cards will be available and all stakeholder comments are requested and encouraged on the issue.  Mark your calendars and plan to attend and voice your opinion about this important community zoning issue.

Our friends at the Eagle Rock Branch Library send word that they'll be hosting the Sidewalk Astronomers for a free astronomy program on Monday, January 26.  The astronomers will have two telescopes in the library parking lot, aimed at the moon and the most visible planets.  The event is free and open to all ages.   In case of clouds, the event will move indoors for an astronomy slide show.



14.  COUNCILMAN VILLARAIGOSA PROMISES TO GIVE YOU THE WORKS -- JANUARY 31

From 14th District Field Deputy Michael Cathey comes this announcement about an upcoming public workshop that promises to be quite useful:

"To start off 2004 with a bang, Councilmember Villaraigosa, in partnership with the Department of Public Works, will be sponsoring a Public Works Workshop on Saturday, January 31. The Workshop will take place at Occidental College in Johnson Hall from 8:00 a.m. to noon.  

"The workshop will consist of a general informational session about the Department of Public Works followed by several break-out sessions focusing on topics related to Street Resurfacing, Sidewalk Repair, Sanitation, Street Trees and Street Lighting.  This will be a perfect opportunity for folks to find out exactly how our city's extensive infrastructure works, is maintained, and what the process is to get streets and sidewalks repaired.

"We are former Los Angeles folks now living in Brooklyn and our plans are to return to Los Angeles in the next few months and open a wine store in Eagle Rock.  Since we've left, many of our friends have moved to the Eagle Rock area and they tell us that it is the perfect place to set up shop.  We were inspired by some of our local anti-wine-snob, customer service-oriented wine stores here in Brooklyn and can't wait to turn our long-time hobby into a career.   We would love to hear what people in your area might be looking for in a wine store.  We have our  wish list and, while not everything will be feasible right out of the gate, most importantly we would like to know if this is a welcome idea and if it's something the community needs and wants.  We would welcome hearing thoughts and comments anyone might want to offer.  Thank you very much..."

"My name is Kristen Muller and I am a new resident of Eagle Rock.  I was wondering if TERA has ever discussed the issue of sound walls alongside the 134?  There seem to be sound walls on the 134 through the San Fernando Valley and then again in Pasadena.  The sound of morning traffic from the freeway leaves a lot to be desired and I was just wondering if there was anything that could be done about it.  Thanks."

Thanks for asking, Kristin.  For the answer to your question, we consulted TERA President Emeritus Joanne Turner, who's been following this subject for some time.  Here's her reply:

"Eagle Rock was promised a freeway sound wall years ago.  (As you note, both Glendale and Pasadena already have theirs.)  With the state of the state in such crisis, I doubt anything will be done anytime soon, unless there are funds that have been earmarked and set aside.

"Actually, a neighbor of mine named Angel Corral has been working on this issue for eight to ten years.  Every time he gets close to getting something done about it, administrations change and he has to begin all over again.  It's been quite frustrating for him."

"The Los Angeles Boys and Girls Club in Lincoln Heights is going through a grand transformation for its 60th anniversary this year and
we need your help.  Through a grant from the NBA and its corporate partners like Home Depot, the club is getting a much needed face lift in the next several weeks.

"We need volunteers  to help paint the inside and outside of the building over the next few Saturdays: January 17, 24, and 31.  We need you from 9:00 a.m. to 1 p.m. on one of these Saturdays (or two or three!)   All materials are supplied.  We need your to help transform the club from an institutional looking plant to a fun, happy place.   Please get in touch with me if you can find the time to volunteer for this most worthy cause."

"I love your e-newsletter and all the hopeful news it provides about my neighborhood.  However, I wonder if there is any room in your e-letter for a police blotter type of column?

"I live in the 5100 block of High Crest, north of Colorado, near Figueroa, and my once-peaceful neighborhood has been experiencing a nasty crime problem.  Within the last few months, two cars were broken into, one stolen, and one house has been burglarized.

"Perhaps if we increased community awareness of these types of problems, they could be mitigated."

Thanks for writing, Lydia.  We have no plans to run a police blotter feature in the e.letter, but are happy to run your letter as a way of shining a light on your current situation.  This might also be a good time to remind people that Eagle Rock has a thriving Neighborhood Watch network that's dedicated to keeping area crime in check.  Officer Joe Galindo, Senior Lead LAPD Officer for Eagle Rock, conducts monthly Neighborhood Watch meetings at the Eagle Rock City Hall, and all are welcome to attend.  All meetings take place from 6:00 to 7:00 p.m.  January's scheduled meeting takes place tonight, January 15, with subsequent meetings scheduled on the following dates: February 19, March 18, April 15, May 20, June 17, July 15, August 3, September 16, October 21 and November 18.  (There will be no meeting in December.)  For more information, or to be connected with your local Neighborhood Watch leader, call the City Council District 14 Field Office at (323) 254-5295.
